Musnad Abu Ya'la al-Mawsili 81:1

'Abd al-A'la ibn Hammad narrated to us, Hammad—meaning ibn Salamah—narrated to us, from 'Ali ibn al-Hakam, from Abu Hasan, that 'Amr ibn Murrah said to Mu'awiyah: I heard the Messenger of Allah, peace and blessings of Allah be upon him, say: "There is no ruler who closes his door against those in need and poverty, except that Allah closes the gates of the heaven against his need and his poverty."
