Musnad Abu Ya'la al-Mawsili 81:2

Zuhayr ibn Harb narrated to us, Isma'il ibn Ibrahim narrated to us, from 'Ali ibn al-Hakam, who said: Abu Hasan narrated to me, from 'Amr ibn Murrah, who said: I said to Mu'awiyah, "Did you hear the Messenger of Allah (may Allah bless him and grant him peace) say: 'There is no commander or governor who closes his door against those in need, poverty, and destitution, except that Allah closes the gates of the heaven against his need and destitution'?" He said: So Mu'awiyah appointed a man to [attend to] the needs of the people.
