It is also called "Surah Al-Shari'ah" (The Law) and "Surah Al-Dahr" (The Time), as reported by Al-Kirmani in Al-'Aja'ib, because both are mentioned within it. It is Meccan; Ibn Atiyyah stated there is no disagreement regarding this. Al-Mawardi excepted the verse: "Say to those who have believed, [that] they forgive those who expect not the days of Allah," claiming it is Medinan. This exception was reported in Jamal al-Qurra on the authority of Qatadah, and the discussion concerning this will follow, if Allah Almighty wills.
It consists of thirty-seven verses according to the Kufan count, and thirty-six according to the others, due to their disagreement over whether "Ha-Mim" constitutes an independent verse or not. The consistency between its beginning and the conclusion of the preceding Surah is exceedingly clear.
Ha-Mim
If it is treated as a name for the Surah, then its status as a nominative (raf') is based on it being the predicate of an omitted subject; that is, "This is named Ha-Mim."
