Surah At-Takweer 81:29

ﳅ ﳆ ﳇ ﳈ ﳉ ﳊ ﳋ ﳌ

And you do not will except that Allah wills - Lord of the worlds.

At-Takwīr (The Overthrowing): (29) And you do not will except...

That is, except if Allāh, the Exalted, wills to grant you that will (Mashi'ah). This is because the act of that will is an emergent attribute (ṣifah muḥdathah), so its occurrence necessitates another will.
From the totality of these verses, it appears that the act of uprightness (istiqāmah) is contingent upon the will for uprightness. This will, in turn, is contingent upon Allāh willing to grant that will. That which is contingent upon that which is contingent upon a thing is contingent upon that thing itself.
Therefore, the actions of the servants, both in their affirmation and their negation, are contingent upon the will of Allāh. This is the position of our companions (the Ash'arites).
The view of some Mu'tazilites that this verse is specific to the will of compulsion (qahr) and coercion (ilja') is weak. This is because we have already demonstrated that the volitional will (al-mashi'ah al-ikhtiyāriyyah) is an emergent event. It must have a cause (muḥdith) for its occurrence. When this happens, it becomes necessary that its occurrence is contingent upon its cause willing its creation. Thus, the necessity (al-ilzām) returns [to Allāh's will]. And Allāh knows best what is correct.
