Al-Mulk: (29) Say, "He is the Most Merciful..."

If you ask: Why did he delay the object of āmannā (we have believed) and advance the object of tawakkalnā (we have relied)?

I say: Because āmannā occurred as an allusion to the disbelievers, coming immediately after their mention. It is as if it were said: "We have believed, and we have not disbelieved as you have disbelieved."

Then he said: "And upon Him we have relied," specifically—meaning we did not rely upon what you rely upon, such as your men and your wealth.

(30) Say, "Have you considered: if your water were to become sunken [into the earth], then who could bring you flowing water?"
